Lancaster County just got a much-needed boost in affordable housing. A new apartment complex, called College Avenue Apartments, has opened on the west side of Lancaster city. The buildings are located on land that used to be part of the old St. Joseph Hospital. This is an important step toward helping people who work hard but still can’t afford today’s high rents.

What the New Buildings Include

The College Avenue Apartments consist of two brand-new buildings with 64 apartment units. These units are a mix of one-, two-, and three-bedroom layouts, designed for different types of families and individuals. The location is right off College Avenue, near Franklin & Marshall College, making it convenient for those who work or study nearby. There’s also easy access to bus routes and local businesses, making it a smart place for people without cars.

Who These Apartments Are For

This housing is aimed at low- to moderate-income residents. People who earn between 20% and 60% of Lancaster County’s median income can apply. That means someone earning around $20,000 to $50,000 a year could qualify. Rents are based on income, so tenants won’t be paying more than they can afford. This helps prevent families from having to choose between paying rent and covering other essentials like food or healthcare. It’s especially helpful for seniors, single parents, and essential workers like teachers and nurses.

Part of a Bigger Plan

This project is just one piece of a larger plan to improve the whole area. The old St. Joseph Hospital site is being transformed into a mixed-use development that includes not only housing, but also future retail spaces, green areas, and other community features. It’s part of an effort to breathe new life into the neighborhood while keeping it affordable for the people who already live and work in Lancaster.

Built Through Partnership and Planning

The housing project was built by HDC MidAtlantic, a local organization that focuses on affordable housing development. Funding came from a combination of public and private sources, including state low-income housing tax credits and local support. Leaders involved say this is an example of what can happen when the government, nonprofits, and the community work together toward a common goal: giving people a decent, affordable place to live.
